Francine Ruth, Owner
Hello, My name is Francine Ruth and I am the owner of Home Matters Caregiving in Williamson County, TN. With a background in customer experience and people leadership, I bring a passion for ensuring that your loved one and our care professionals are treated with dignity and respect.
I got started in the caregiving industry because of my passion for helping others and making a positive impact on senior’s lives. I have always had a strong desire to support and care for those in need and I believe that everyone deserves to receive compassionate, purpose driven care.
I saw a gap in the caregiving industry where individuals were not always receiving the level of care and attention that they deserved and I wanted to be a part of the solution. I find great fulfillment in being able to make a difference in the lives of others and to provide support to those who may be vulnerable or in need of assistance. Being able to create a warm and caring environment for our clients to age in their home brings me joy and motivates me to continue expanding and improving the services provided to our seniors and people in need.
I’ve always been drawn to home care because of my desire to help others, and as I grow older, I’ve come to realize how important it is to support the senior community in aging comfortably at home. My own experience caring for my mother was pivotal; she received home care from a wonderful caregiver, Claire, during her final months. Claire not only provided exceptional care but also became a dear friend to my mother, making those last months as fulfilling as possible.
That’s why I chose to partner with Home Matters Caregiving. Their focus on Nurse Guided Care, technology integration, and a Purpose Driven Care Model aligns perfectly with my values. I’m truly excited about the opportunity to make a meaningful difference in the lives of seniors and help them age with dignity and support.

Robin Keltner, Business Development Account Manager
Robin Keltner has over 18 years’ experience in healthcare account territory management. Robin has a medical sales background in senior care community development, long-term care pharmacy, and pharmaceuticals. A local resident for over 25 years, she specializes in personalized outreach and strategic partnerships with physicians, discharge planners, and nursing administrators. Helping the most vulnerable population brings her joy and immense satisfaction! This is what led her to Home Matters Caregiving to make a difference in patients’ lives. In her free time, she loves to spend time with her husband and two sons, especially in the beautiful Tennessee outdoors.
Shelly Bissinger, Registered Nurse
Shelly Bissinger is our registered nurse and has been in the healthcare industry for over 20 years. She is a jack of all trades with experience in both the hospital and private practice. She is an educator at heart and loves empowering clients of all ages. She received her Bachelor of Science in Nursing degree from the University of South Carolina. When she’s not training our caregivers or checking in on our clients, you can find her cheering from the sidelines for one of her three kids. She also loves traveling with her husband and family.
